சமுதாய வானொலியின் செயல்பாடுகள் பற்றி ஆழமாக அறிந்துகொள்ள கடல் ஓசை சமுதாய வானொலிக்கு இரண்டு நாள் பயணமாக, ரேடியோ கோத்தகிரி குழு, 4 மற்றும் 5 ஆம் தேதிகளில் சென்றிருந்தோம்.
இந்த வானொலி இராமேஸ்வரம் தீவில் பாம்பன் என்னும் இடத்தில் அமைந்துள்ளது நேசக்கரங்கள் அறக்கட்டளையின் கீழ் செயல்பட்டு வருகிறது . இந்த வானொலி மீனவ சமுதாய மக்களின் நலனுக்காக செயல்படும் ஒரு வானொலியாக உள்ளது. இந்த வானொலி மோசமான புயல் ஏற்படும் சமயங்களை தவிர 24 மணிநேரமும் செயல்படக்கூடியது. அனைத்து நிகழ்ச்சிகளும் நேரலை நிகழ்ச்சிகளாக வழங்கப்படுகிறது
முதல் நாளின் தொடக்கமாக வானொலி கேட்கும் பகுதிகள் மற்றும் மக்களை பற்றி அறிந்து கொள்வதன் மூலம் வானொலின் செயல்பாடுகளை எளிதாக விளக்க முடியும் என்பதற்காக பல்வேறு சமுதாயத்தை சார்ந்த மக்கள் பரவியுள்ள இடங்கள், நில அமைப்பு, அவர்களின் வாழ்கை முறை மற்றும் வாழ்வாதாரம் போன்றவை கள பார்வை மூலம் விளக்கப்பட்டது.
மேலும், வானொலி நிகழ்ச்சிகளை ஒரு குறிப்பிட்ட இலக்கு குழுவுக்கு கொண்டு செல்லும் நிகழ்வை எவ்வாறு நிகழ்த முடியும் என விளக்கப்பட்டது. அந்த நிகழ்வு ஒரு பெண்கள் கல்லூரியில் பயிற்சி பட்டறையாக நடத்தப்பட்டது. கல்லூரி மாணவிகள் அதில் ஆர்வமாக பங்கேற்றனர். Narrowcasting – இந்தச் சொல் (“ரேடியோ அல்லது தொலைக்காட்சி ஒலிபரப்பு குறுகிய வரையறுக்கப்பட்ட பகுதி அல்லது பார்வையாளர்களை இலக்காகக் கொண்டது”) – என்பது நிகழ்ச்சிகளை மக்களிடத்தில் கொண்டு சேர்ப்பது மட்டுமின்றி அதில் பங்குபெறுபவர்களும் திட்டம் குறித்த ஏதாவது ஒரு கருத்தை தங்களோடு எடுத்துச்செல்வதாக இருக்கவேண்டும் என்பதை புரிந்துகொள்ள முடிந்தது
கடல் ஓசை வானொலியில் பணியாற்றும் மற்றும் தன்னார்வலர்களாக பணிபுரிவோர் என அனைத்து நபர்களும் வானொலி நிலையத்தை சுற்றியுள்ள சமுதாயங்களை சார்ந்தவர்களாக உள்ளதால் மக்களோடு இணைந்து செயல்படுவது எளிதாக உள்ளது.
ஒருவர் நேரலைக்கு செல்லும் முன் கையாள வேண்டியவை, சமுதாய வானொலியின் நெறிமுறைகள், நிகழ்ச்சிகளை வழங்கும் அட்டவணை மற்றும் சுவாரசியமான நிகழ்ச்சிகளை எவ்வாறு வழங்குவது, திட்டமிட்ட நிகழ்ச்சி சேகரிப்பு மற்றும் நிகழ்ச்சி பதிவு செய்யும் முறை, பதிவு செய்த நிகழ்ச்சிகளை திருத்தும்போது கையாள வேண்டியவை போன்றவை கற்றுத்தரப்பட்டது. சமுதாய வானொலியை சுற்றியுள்ள மக்களோடு மக்களாக இணைந்து அவர்களின் உண்மையான தன்மைகளை புரிந்துகொண்டு அவர்களுக்கு தேவையான, அவர்களின் பிரச்சனைகளுக்கு தீர்வு வழங்ககூடிய, அவர்களின் செயல்களில் ஒரு உந்துதலை கொடுக்கக்கூடிய, அவர்களின் வாழ்வியலை அவர்களுக்கு உணர்த்தக்கூடிய ஒரு இடமாக சமுதாய வானொலி இருக்கவேண்டும்.
The Radio Kotagiri team went on a two-day trip to Kadal Osai Community Radio in Rameswaram, Tamil Nadu, on May 4 and 5, to learn more about the activities of a local community radio.
The radio station is located at Pampan in Rameswaram island and is run by Nesakarangal Foundation. It is dedicated to improving the welfare of the local fishing communities residing here, and is operational around the clock, with exceptions during bad storms. All programmes are live.
On the first day, we were given insight into the broadcasting scope and also visited the field with community people to gain a deeper understanding of their work. The team explained how radio targeted to specific groups can be made more efficient, and its importance as a mode of communication. The event was held as a workshop at a local girls’ college. Students participated enthusiastically. Narrowcast is not only about bringing radio to the masses, but also about understanding how participants can practically implement the information they receive into their own lives.
All the people working and volunteering at Kaad Osai Radio are from the local communities around the radio station, ensuring the programmes run smoothly and are contextually accurate.
We also learned about important steps to take before one goes live, nuances of community radio etiquette, scheduling programmes appropriately, how to present interesting programmes that catch interest, techniques of recording, how to edit recorded programmes effectively and so much more.
Community radio should be an open platform where one can truly connect with the people around them and are receptive of their needs as a community, can offer solutions and ideas, motivate effective action, and make them conscious about their lives and choices.
